Your opponent cannot cast any spells. I’m surprised central command at MTG did not see the flaw in this card’s power. Isochron Scepter should be banned. This isn’t really a rulings question, but yes, imprinting a Silence or a Counterspell onto an Isochron Scepter is totally legal.
Does Isochron Scepter add to storm count?
The Scepter says you cast the spell, and Storm counts the number of spells you’ve cast, so it gets the storm trigger.
Does Cyclonic Rift work with Isochron Scepter?
The answer would be no, because the cyclonic rift copy made by the scepter got there by being cast for the alternate cost (of 0) that the scepter gives you. You can’t voluntarily choose to pay a different cost.

Is it good to put effects on Scepter?
These effects under a Scepter are fine but not ideal. Planeswalkers are just much better tools for this kind of thing. You are generally better off getting card advantage through your Scepter actively by removing permanents or countering spells. Doing this puts less pressure on your other spells.
Can you put RTR charms on a scepter?
There are lot of RtR Charms and DtK Commands that you can put under a Scepter but that have not had that chance yet in my cube. While all of these cards offer a lot of utility and power very few of them work well with Scepter.
