No quick way to get XP from actually using a shovel on anything. You would need some type of mob farm or trade with villagers while it is equipped (Unequip any Mending Armor first!). Pretty sure you can even put mending on sheers if you wanted to. It’s worth it.

A bit off the subject, but this is why I stopped putting Mending on my tools, only armor and weapons. Those ‘recharge’ automatically while you’re fighting and gaining XP, you don’t have to consciously figure out how to fix them.
