Librarian villagers now sell enchanted books at a cost of 1 book at 5–64 emeralds. The cost depends on the enchantment level, and the cost can occasionally go above 64 emeralds; see Trading/Before 1.8 for more details.
Can villagers change enchantments?
In short, your villager will always sell an enchanted book, but the enchantment on that book will change as the amount of emeralds it costs to buy that book decreases, until it hits 5 emeralds, where the enchantment will permanently stay.
Can you get power 5 from villagers?
Level V books are never sold by villagers, as far as I can remember. Your best bet is to buy multiple level IVs. Once you have a single decent crop farm and a farmer villager, it’s really not hard. According to the wiki librarians can sell books of any level.

Make it another way – Sell two items and let him give you back the one of it – “renewable token”. So you will sell “anything” + “item you want to sell” , and get “anything” back. Yup, you just lost that thing you wanted to get rid of. You can set the count of an item to zero, but you try to use / place said item it will disappear.

The villager is looking for a books with values that are stored as integers. Enchanted books values are stored as shorts when naturally generated so their values should be followed by s ( id:34s ). What happens if you trade with a villager too many times?
Trading with a villager on the same trade for 2-12 times will make the trade became inactive. A red X will also appear, it will give you 1 popularity point too. It will be renewed after some other trades or a period of time. Trading for too many times on a villager on the same trade will also increase their prize too.
