The biomes are permanent, with no real way to change them. However, texturepacks can edit the biome gradient file, making the grass coloration for each biome different. The grass GENERATES that color, after it’s gone once, it’ll regenerate as normal grass.

No, there isn’t, and I don’t think any mod can do this. The other way is to make the biome look like another biome by replacing the dirt by sand or oak wood to some other wood.

If a shovel had the silk touch enchantment when it was first introduced, grass placed in the Nether was grey, like mycelium. Grass can spread to nearby dirt as long as mycelium or podzol does not get there first.
