Reason of State is Worth Doing This quest will let you decide the outcome of the war upon completion. It is required if the player would like to get the Empress ending for Ciri.
Can you miss reason of state?
You can only start “Reason of State” to assassinate Radovid if and only if you complete the following: Complete the following side quests: A Deadly Plot, An Eye for an Eye, Redania’s Most Wanted, A Matter of Life and Death & Now or Never (Triss storyline, but you do not need to romance her for this purpose)
Does reason of state affect Ciri?
The only influence on the Ciri ending here is whether Nilfgaard wins the war. If they do not do so, Ciri cannot become empress. Even if #3 happens I believe you need to take Ciri to meet the emperor during the Bald Mountain incident.
Do side quests matter Witcher 3?

Despite her powers, Ciri hasn’t undergone the Trial of Grasses, so she doesn’t have the enhanced physical prowess or longevity of a Witcher. Being an empress is a safer option for Ciri, and the comforts, protection, and amenities such a lifestyle provides means she’ll probably live a far longer time.
