Portal keys have a two functions (that I know of), you need a portal key to create links between portals. When near a portal and you try to create a link to a second portal, ingress will only show possible links to portals of which you have a key.

In order to acquire items in Ingress you have to hack portals. The level of items you obtain is influenced by the level of portal you are hacking however it is not directly correlated. So you can receive higher or lower level items than the portal level.

How do you link portals in RuneScape?
