Buildings and traps will never be “under construction” in your war base.

How are clan war ties decided?
The outcome of a Clan War is determined by which Clan manages to get the most stars during the war, or on total destruction percentage if Stars are tied. Similarly, if one of your Clan members has already 3-starred an opponent’s war base, attacking the same base again will not increase your chances of winning the war.
How do you get most heroic defense in clan wars?
It is determined by recommended on the map, so if your recommended target is #30 and you attack (and win against) a player 10 higher than your recommended target(#20), and no other player attacks someone 10 positions higher than their recommended target, then you get most heroic attack.

Members are also not eligible for a war if they have left a clan with the member currently participating in a war; this status remains until that clan finishes their war (e.g. if Player A leaves Clan A that is currently in war with 1 day left and joins Clan B, Player A will not be eligible in Clan B’s wars until 1 day has passed).
When do clan members become eligible for war?
They will become eligible for war again when the previous war is completed. You can check your clan member list to see if any members are ineligible for war, and see when they will be eligible again. If you start the clan war while members are still ineligible, those members will not be able to participate.
How does Clan Wars affect the matchmaking process?
Experience level of members, number of trophies, number of wars won by a clan and clan level will not influence the matchmaking process whatsoever. Strength calculations have been updated in Clan Wars matchmaking to compensate for high level walls and heroes, skeleton traps, etc. There is no cooldown for Clan Wars.
