The endermen point and laugh at you. You can’t make one without using item mods or creative mode to place the portal blocks directly. When you do that and step through, you end up in the nether, and stepping through that portal in the nether takes you to the main map.
Can you put a nether portal in the end?
As has already been said, you cannot build a portal in the End. However, they can still be hacked in and used. Using creative mode and INVEdit, I located a naturally spawning End portal frame, and traveled to the End. From there, I placed a portal block and traveled to the Nether.

How do you find a nether portal in the end?
End Portals can only be found in the portal room of a stronghold, and you need to venture quite deep into the stronghold to find it, but once you do, you’ll find it hanging over a pool of lava. To activate the End Portal, you need to place an Eye of Ender on each of the 12 frames lining the portal.
Can you get to the end without going to the nether?
Yes you can, but… Although this is horrificly rare. Each end portal fram block has a specific chance to be generated with an eye of ender already inplace. So in theory there is a chance to have a end portal that is completely kitted out with all blocks active.
Can you leave the end without killing the dragon?
there’s absolutely no way back out except killing the dragon or death. Actually, you may be able to use MCedit to do this as well. Creepers.
