Upgrading the Clan Castle increases its housing spaces, adding 5 units on each new level. Starting on level 4 you can request spells on level 6 you can request Siege Machines. During the upgrade you can use the Clan Castle without any issues.

When does the clan castle change in Clash of clans?
At level 3, four corners of the Clan Castle receive wooden supports, and shields are added to each corner of the battlemented platform. the small mat sized paths right next to the doors change to steel as well. At level 4, the wooden supports are replaced with stone supports.
