How do you rank up Federation?
Promotion. Once a pilot reaches 100% rank progress, Federation-aligned minor factions with whom the pilot has a “cordial” or higher standing will begin to offer promotion missions for the Federal Navy. Completing a promotion mission will increase rank by one level.

The Imperial Cutter unlocks at rank 12 (Duke). A player does not have to decide between Empire and Federation, and can earn ranks and reputation for any one of the two without repercussions or being locked out by the other.
What’s the current best / fastest way to rank up Federation?
Do the tour, then return to the hq system and hand all the missions in. That way, you’ll rank up with those federal-allied minor factions and get better missions, plus you’ll rank up the fed rank. That would be how i’d do it. Meh, I didn’t get bored while ranking up with the Feds from Chief Petty Officer to Rear Admiral in two days.
Do you have to do missions to get alliance rank?
Since there is no Alliance Navy rank, you dont need to do missions. The best you can do is raise Alliance rep up to 75%, and maybe a few minor factions, too. Anything higher than 75% quickly deprecates back to it in a week or less, so its not worth it.
What makes you rank in Empire and Federation?
There is nothing like faction rank. You can work on your reputation with the local faction. You can work on your rank with the federation and the empire. Exploration data and bounties are good for local reputation. Missions are good for local reputation AND superpower rank.
When do missions go to the other system?
Something I noticed for data delivery is the distance to the target: It is always below 10ly. Which means if there is any area with only two inhabited systems within 10ly from each other, every mission will go to the other system. Sothis is probably the most well know system for this.
