Level 12
It’s triggered at the same time as Here Lies the Abyss. However, while you can do Here Lies the Abyss immediately, Wicked Eyes and Wicked Hearts generally requires a much higher level. The game recommends you are at least Level 12 before even attempting it. Carefully consider your party when you approach it.
When should I go to exalted Plains?
Be sure to head into Exalted Plains around 10-12 – it’s a fun zone. I didn’t go there until last night, at level 17, which makes everything a bit too easy.

You can do either first (and whichever you do first, you’ll still have to do the other next), but the game definitely seems to prod you towards doing Here Lies the Abyss first, then the other.
