How do you get more O-powers in Oras?
It is actually fairly straightforward to get every O-Power in ORAS. Go to Mauville City Pokemon Center, Speak to Giddy and just talk to everyone until the Storyteller invites you to the apartment. Talk to Wattson for access to the Mauville luxury apartments and you can complete the story to find Mr. Bonding.
How do you recharge o-powers?

How many O-powers are there?
You first meet Mr. Bonding on Route 5, where you’ll get four O-Powers; Attack Power, Defense Power, HP Restoring Power and Capture Power.

No. The highest O-Power just replaces the smallest or if they are the same they just reset the time, no exp stacking.
What is the fastest way to level up o-powers?
O-Powers can be upgraded by frequent usage. After 15 uses of a Level 1 O-Power, it will be upgraded to Level 2, and after 30 uses of a Level 2 O-Power, it will be upgraded to Level 3. Each level after the previous one will provide a more significant effect but cost more energy to activate.
