Soul gems come from Oblivion. There is a spell in ESO in which you summon them.

If you bring it to Azura, you will be able to use it to trap any sized soul except for black souls (i.e., souls from NPCs). If you bring it to Nelacar, you will be able to trap all souls, including black, though Nelacar tells you that it can only trap black souls (see bugs section).

If the Dragonborn is about to go into the star, Nelacar will hit them with Soul Trap but nothing will happen, and he will walk around with the spell out. If the Dragonborn returns the star to Aranea and a dragon attacks, she may become impossible to receive as a follower, but will keep offering to be one.
Should I bring the star to Azura?
Depends on your RP. If your character is good, giving it to Azura may be the right choice so humanity can never possess such a powerful artifact. If you’re evil then taking it to Nelecar and gaining the Human Soul Devouring, Black Star, may be more appropriate. The reverse could also be said as well.
