If you didn’t earn that rating, then no, you can’t get it. If you earned the rated 2k achievement for season 3 or 4 you can buy it from the vendor in Dalaran.
How do you get cruel gladiator?
To OP arenas are the main source of Cruel Gladiator pieces, as Arena does not drop Cruel Combatants at all. It can technically drop from casual BGs as well but at a very low rate. However, Rated Battlegrounds seems to drop mostly Cruel Gladiators over Combatants.
