I am designing for a game that consist of characters who have unique offensive skills and other abilities such as building, repairing, etc. Players can control multiple of such characters. I’m thinking of putting all of such skills and abilities into individual commands.

You can have one Ability Skill per Ability (includes the Awakening). Yes, some like Health Regeneration can only go on moves like Fiery Lightning Howl and not something like Death Beam. It’s a little confusing, and there are so many Ability Skill’s and Ability’s that I really can’t say what can do on what. Just get as many of both as you can.
