Most of the side ops are replayable with slightly randomized soldiers(so that the world has more activities available at any given time), hence why some of them aren’t greyed out. Side Ops respawn after a certain period of time, if there is no other Side Op to fill the space.
Can you replay side Ops?
In theory, you can play side missions while playing the main ones, but it is more convenient to complete them in-between the individual main missions (free roaming around the map). Note – You can replay the selected side missions.

How do I unlock side Ops?
Unlocking Side Ops Side Ops can be undertaken at any time, whether you are free-roaming through large areas, or are in the middle of undertaking one of the Main Missions (so long as it is close to your current objective).
Why do some Side Ops appear as new again?
No, it’s not for replayability. Once the Side Ops are completed they get greyed oit and you can’t replay them. Except some keep coming back. And I know there are several versions of extracting ops, such as 01, 02, 03, but in my case, the same op keeps coming back.
How often can you do Side Ops in Metal Gear Solid 5?
As for previously-done Side Ops (excluding target practices at Mother Base, which can be completed once per visit to Mother Base) showing up as available again, the game has a number of different “zones” within the same location, and each zone that you have story missions (completed or not) in or near should have one side op available at a time.
Can you have more than one side op?
You can’t have more than one side-op active (playable) in the same area. The game will prioritise the yellow side-ops highest, then uncompleted ones and lastly completed ones. So if you have no uncompleted side-ops in that area, it will just put up one of the completed ones so there’s always side-ops available to play.
