This only happens because you have denied some relevant flag on the region, such as build of chest-access. If a hopper can’t pull items, a normal player added to the region wouldn’t be able to either.
Why are my hoppers not working?
To me, it looks like the hopper is trying to deposit the items into the stone slabs next to it, rather than the chest. If you place the chest, then hold shift and right-click the chest while holding the hopper the hopper should “snap” to the chest, like in my picture below on the left (ignore the gap).

It could be the reason why Items don’t get sucked in. If its a delay issue. The delay is way too long at times. Then the item disappears. Its not a complicated system like that post said would lag. Its only 6 hoppers. But i’ll post a reply on that thread too. Nice farms! I am not a redstone-experienced-guy, so I wouldn’t be much of a help.
Can a hopper connect to a dropper in Minecraft?
The hopper can connect to other hoppers and other containers (chests, furnaces, droppers, etc.) When a redstone comparator is placed next to the hopper it can detect how many items are inside and will output a redstone signal depending on how many items the hopper has in it (This is the same with all other containers if over 22 items in it).
Why does my Hopper not put drops in my chest?
I built a Mob XP farm with a hopper and chest for drops, but for some reason the hopper doesn’t put the items into the chest. Drops just seem to sit in the hoppers inventory. Has anyone had similar issues?
Why are my hoppers not working on my farm?
Pass the word and get everyone to check Hoppers on farms to make sure they are working. I was sitting around watching to make sure my hoppers were collecting items. Half the time they are not. Its kinda an on and off thing. Sometimes they collect Iron from my farm. Then they stop collecting and leave items till they disappear.
