There is a rain timer that resets when you sleep. It’s completely random, and it can rain right as you wake up, or it can stop. If this becomes bothersome, create a red stone clock hooked up to a command block (In creative), and set it to do “/weather clear 1000”. But just try to remember, sleeping resets the timer.
