If a minecart is at rest on a deactivated powered rail, simply powering the rail will not make it move. The minecart must be kickstarted somehow, e.g. by a player pushing it in the desired direction.
Do Minecarts stop moving?
Note that a minecart placed on an active powered rail cannot move as it has no motion for the powered rail to add to. A single inactive rail is enough to completely halt a cart in most cases. Carts that are loaded and/or at full speed cannot be stopped by just one block, but two “off” rails can stop it.
How do you stop a minecart from stopping?
(1) Decide where you want your minecarts to stop, if you want them to stop at all. Remove two blocks from underneath your track. Next, place two powered rails in the empty space as seen above. (2) Place two blocks behind the stop location, one block from the powered rails.

How do you stop a minecart in Minecraft?
The minecart is stopped by an unpowered, inclined Powered Rail with a Hopper above. The minecart will rest on both the Powered Rail and a Detector Rail with a Comparator checking if your minecart is full. This design works on the principle that a minecart can pass an activated Piston when going uphill, but cannot pass it going downhill.

How can you make minecarts move back and forth?
All that’s necessary is the powered rail pointing in to the block. The button/dust just turns on the rail. You could, for example, put a torch or lever next to the rail so it’s always on. A minecart which moves in to a powered rail (which points in to a block) will reverse its direction instead of stopping, if the rail is turned on.
