Most likely this glitch occurred in Riften because that is the Dawnguards area in part, so fast travel to Riften and attack a guard. Be sure that if you have a follower or Serana with you that you have them wait somewhere outside of town.

I would like to know if i can do the Dawnguard quest on the vampire side without being a vampire. No! If you cure yourself the Vampires won’t give you the quests, meaning you can’t progress. If you want to do the Vampire side then you need to stay as a Vampire Lord until you finish the questline.

If you side with the Dawnguard, you can convince Serana to cure her vampirism after her father’s death. This depends on selecting certain conversation options over the course of the questline. After Serana brings her scroll to Fort Dawnguard, you ask her “Have you always been a vampire?” while she is a follower.

What happens when you become a vampire lord in Skyrim?
Some powers must be briefly recharged before they can be used again. When we press the sneak button in vampire lord form, nothing happens. So we don’t go melee mode. But sneak works fine when not in vampire lord form. The Wiki for skyrim comments on this in the bugs section for the vampire lord. the only known fix is to reinstall dawnguard.
