As the name suggests, a Ruined Portal is a Nether Portal that has been broken or doesn’t work for one of a number of reasons. This could be as simple as it having a missing Obsidian block in the frame, or Crying Obsidian being used for the frame, which cannot be used to create a working Nether Portal.

Where are the new portal rooms in Wow?
These new rooms are located in Stormwind/Orgrimmar and contain portals to many different major locations in WoW. Check out the changes inside. The portal room was suppose to clean up the mess in Orgrimmar and Stormwind while making things a tad more convenient, not make things worse.
Where to place the blocks for the end portal?
To ensure a valid portal, you can place the blocks while standing in the center, facing outwards. You also need the last eye of ender to be facing inwards for the portal to work.
