Basically, when there are a ton of zombie pigmen, blazes, and/or ghasts in an area of a nether fortress, nether fortress mobs, like skeletons and wither skeletons will not spawn unless you kill a lot of the other mobs.

I’m on 1.16 Spigot using very few plugins such as essentials, world edit, world guard and essentials groupmanager. For some reason I can’t get mobs to spawn in the nether other than the pigmen and striders that are already here.
