The cure is located within the FEV lab, in the room with the test chambers, inside a machine. Simply travel to the Institute and retrieve it, fighting through the defenses. Once returned to Virgil, he will inject himself and become human after 72 hours pass.
Are synths immune to radiation?
Going off of Fallout 4’s in game stats, only Gen 1 synths (the skeletal ones) are susceptible to radiation damage, all higher variants are immune.

Virgil destroyed the lab equipment and all of the research, which is logged as “Incident V” in terminal entries. He then escaped the Institute, afterward infecting himself with a unique strain of FEV in order to survive the high levels of radiation in the Glowing Sea.
